We consider two weakly coupled Hamiltonian dynamical systems in the
micro-canonical ensemble. We describe a stochastic model for the
energy-transfer between two systems initially at different micro-canonical
temperatures. Fluctuations in energy observables are shown to be the underlying
source of heat-transfer (dissipation). As a result, on average, heat flows from
hot to cold. Like in Evans et al. (Phys.\ Rev.\ Lett.) [71], 2401 (1993), we
obtain a universal law of violation of the 2nd law of thermodynamics.
