We generalize the Clausius (in)equality to overdamped diffusion processes in the presence of nonconservative forces. In contrast to most of previous work in steady state thermodynamics, this new extended heat theorem holds true for arbitrary driving and does not require assumptions of local or close to equilibrium. We use a modified renormalization scheme for heat, which is compatible with an exact variant of the Minimum Entropy Production Principle as obtained from dynamical fluctuation theory. We also show that in the quasistatic limit the change of Shannon entropy is given by the antisymmetric part under time-reversal of the time-integrated entropy flux, without need to introduce an excess heat.
